Very Kewl, but now currently possible.
I see little KDE, VISTA and GNOME mixed in. Kinda best of three. Why dont you shoot this idea to the gnome development team. Thats the only way it could every possibly get anything clode implimented.

i hope you don't mind i'm gonna mention this to some KDE dev's, as i think the chance we'll have something like this within a year or 2 on our desktop is likely bigger that way ;-)

great idea!

I have been reading the enormous number of responses on this page reguarding development. And as of yet, I have not seen any posts setting anything up. So without further adue: if anyone feels they can contribute to the cause, please email me (binarystar@shaw.ca) and we'll see if we can throw a little code out.

 how to do it (maybe)

first off, this is the prettiest mockup i have seen. much better than mine (www.netobjective.openswarm.com).
I don't think that doing this is a question of beating up a theming engine to rearrange the menu bar and tool bar. Remember the tools are supposed to drop below the menu once the menu or tools become too long. This requires to create a GTK+ widget or a cairo widget that combines tool bar and menu bar and also does all the magic of moving tools below the menu, etc. Theres many tutorials on creating GTK+ and cairo widgets(google).

Things can't be what we want them to be by keeping them the way they are.
