1. go to kde control center
2. click on peripherals - select mouse tab
3. click on cursor theme tab
4. install new theme
5. locate your downloaded file
6. select your newly installed theme from the list
7. restart kde

unpack the tarball to ~/.icons (~ = your home directory) and then go the cursor selection in the gnome-control-center.

This works for every desktop.

After I unzip to /.icons the pointers still do not show up in the customize pointers screen in gnome...
